Default Phase rotation meters

I noticed Brian John's phase rotation meter in the other thread, and I have that same one. I was wondering something, though. Is "clockwise" always "clockwise" on every brand and model of phase rotation meter?

Some meters list it as A-B-C and C-B-A.
