Are the leads counted as a expense at tax time?

If you are paying for it because of your business then yes.

But you wont get much work from them..

Hell yes it's tax deductible. It's money spent operating your business. IRS only wants your profit (and damn near all of it too)!

Hmm, lead services, that sounds like an interesting idea.
I do some volunteer work at my church and have gotten lots of word of mouth that way too.

I also did some volunteering down in the city and got some work that way. I'm not licensed there though. I did a couple of ceiling fans and a service change but felt guilty working in the city with out a license. I haven't done any work there since. Actually, I haven't been back in town for a while now. Honestly, the city kinda scares me!
