Memory loss...
Had a customer call and ask us to drop a circuit directly under the panel for a refrigerator. I quoted him over the phone. He said ok sounds good lets set it up for next week. I email the invoice and he responds.....
As I stated, I don't recall the quote discussion, but I'm not faulting you. It's up to me to feel that I've gotten an adequate quote before I authorize any work. I was expecting something closer to $100, so I was a bit surprised....
We usually collect before we leave. Why we didn't this time is another story. Anyway I discounted the work 5% for customer satisfaction.

Perhaps some trunkslammer quoted him $100, and since we all know all electricians are alike, we ALL charge $100.
So when the trunkslammer failed to show up, the HO called you, and had $100 stuck in his head.

I normally ask for a conformation email conforming the price. It was such a small job I didn't this time. I will from now on.

Tamper proof GFI cost me $11.50 plus tax. 2 feet of romex, plate and a breaker.

Sarcasm doesn't show up well in posts. Why would a Craigslist hackeroo install all that stuff?

That explains why you can't afford that generator cart.
