Is that meter located near a busy street or is that a result of the salty air. Even in Wisconsin, I never saw one rusted out that bad.

It's that SE cable that makes it rust like that.

Is it the missing cover or the Carlon blue boxes inside that's the real hazard?

Off a main road, low voltage customer of mine. So I have no control over the meter. Low income housing so can't afford a new one anyways. House is a lowes contractor special as the person she was with use to be a loses contractor.
