It seems like there is no correct answer as the question itself is a paradox. Not certain but that is what I would say.

There is actually no paradox, is is simply the misapplication of subtraction vs. addition.

The answer is there is no missing dollar. It is simply using addition and subtraction incorrectly. It's a textbook example of the suspension of belief phenomenon.
If you do a simple cash flow chart, you can see that the whole way through, all the money is accounted for.
Start: before they pay anything
G1: $15
G2: $15
H: $0
C: $0
Total: $30
Step 1: after they initially pay
G1: $0
G2: $0
H: $30
C: $0
Total: $30
Step 3: manager changes price and give clerk refund
G1: $0
G2: $0
H: $27
C: $3
Total: $30
Step 4: clerk distributes refund
G1: $1
G2: $1
H: $27
C: $1
Total: $30
The part that trips people up, and where the phenomenon of suspension of belief occurs is when you are told what the two guests ended up paying and believe it to be true, in spite of facts, and try to justify it by using SOME sort of mathematical equation, however improperly applied.

What is incorrect about it? Each guy ends up paying $14. For the two of 'em, that's $28..... the hotel has $27 and the clerk has $1.
