Default 150 amp residential service question

I got a service call from a prospective homeowner who's house failed the initial house inspection before sale; among other issues in the house, there is a tap in the crawlspace of the service conductors leading to the panel from the main disconnect by the meter; there was a previous fire at the residence and my guess is the fire damaged the sevice conductors and the electrician simply spliced in part of a new service length to replace the said damaged service conductors. It was a decent enough tap, using pressure connectors/kerneys and bound with rubber tape, however it is not in a junction box. My plan is to save the homeowner some serious cash and just put the tap in a 12x12 can. Question is, is that okay according to the 2005 code? I can't find anything in it saying there can't be taps in the service (as long as the said tap is not feeding anything else).

these aren't service entrance conductors anymore. You did state there is a disco at the meter, right? Then they are simply feeders at this point. J-box away.
