breaker on, wires have voltage; breaker off, wires have continuity. How can this Be?

In my freinds old house, Two wires to a light fixure over kitchen sink. With my meter cliped to the wires It reads 118 VAC with breaker on. Leaving meter attached I turned the breaker off and switched to check continuity and there was continuity. Why doesnt the breaker trip? My pea brain cannot configure any house wiring that would allow this situation which does seem potentially hazardous.
