Default Fluorescent lighting

Hey,

I recently was able to take several Lithonia fluorescent recessed lamps from a restaurant that is re-modeling. After I got home I wired a lamp up to an electrical cord to test it. I noticed that the lamp did not light and said 277v on the UL label. Does that mean 277 volts in, or does it mean 277 volts from the ballast? If I need 277 volts in can I buy a converter? Preferably a cheap one? I'm talking per lamp because they are all not going to be in the same place. Any help would be appreciated.
