Default interior main lug or main breaker?

I have a 200 amp exterior bypass meter pan main breaker combo unit that runs about 15 feet through a small crawl space to the basment panel location. My question is, can i use a main lug panel or does it need a disconnect as in a main breaker panel. I know inspector once shot down a main lug i put in a detached garage saying something about access, but they were two seperate structures. I can't find my application in nec book. Any advice or code reference would be much appreciated.

each building has to have a service disc per 225.32. That is probably why you got shot down on your detached garage. A main lug panel should be fine if your metermain is mounted on the same structure.
