PPL and Met Ed were underjoyed when I upgraded a couple services in the Poconos and tied them in with LIPA connectors. There was a whole procedure involving pulling a permit, getting an inspection , installing jumpers to energize new panel and waiting for them to hook up new service. I managed to bypass all of that.

LIPA likes the idea of us doing their job so it lets their service guys work on other projects..
The guys in Pennsylvania might just be out to protect their jobs..

and yes BBQ, it's my a*s to do a reconnect, but consider>
Nat Grid wants an inspection before a reconnect
an inspection requires a permit pulled
the state of NH insists townships provide permits
the town of Alstead NH will have no part of unfunded state mandates
customer stays in dark due to dueling bureacracies, until the one of 3 state inspectors who usually are in NH metroplis' find their way out to God's country.....

Lol. I am getting a t-shirt that says pure b4t! Here as long as you are licensed by the state you can pull,cut,reconnect and the inspector codes it on his paperwork to poco. I guess the license has some sort of magic power to protect me! Lol

It depends on the power company in Delaware. We have two main poco's and many municipalities. The municipalities generally work with us except don't touch a meter seal or service in Milford [city will have you escorted off the site in silver bracelets]. A few others will let us break the seal and pull meter for checking meter pans and isolating service lateral issues.
Delmarva Power is the largest poco in Delaware and they also don't want anybody to touch their services at all.

i pull them and toss them on the ground all the time. The seals our poco uses, you can just pull hard on them and they come off, then you slap the meter back in, give it a thump and "re-seal" it.

We generally do everything here in southeast Michigan. Alot of the old meters have been changed over to the smart meters that monitor power, and they call home when removed. At some point if that happens the poco will show up to make sure there's no funny business, then be on their way.
If it's still an old shoe-box meter or something we install jumper bars and hang the old meter off the new one for a final reading.
What do most people use to make the connections? I have used split bolts, parallel connectors and insulated crimp connectors. The crimp connectors are by far the fastest cheapest and easiest imo. you need the crimper but that's a useful tool to have anyway.

SCE here was (is?) the same. Last service change I did was over 10 years ago though.
Back in the day if you DIDN'T cut, pull, reconnect yourself they would seriously question if you were qualified.
I had good rapport with SCE, they routinely gave me spare seals, rings and blank covers anytime I asked for them.
