No, actually they don't. Each state can do whatever they want.
That said, many states do have reciprocal agreements.

My state, as screwed up as it is, is not as bad as California, Michigan, Oregon, and Florida is. Thankfully.

The same they do your driver's license.
I bet you didn't know your driver's license is only good in the state that issues it. It's totally worthless in any other state (or commonweath, or territory, or another country!)
But multi-state agreements is what prevents you from getting a ticket for not having a license in other states. And there's not just one multi-state agreeement, there's like 5 or 6 of them.

I've worked for some companies that employed out of state guys that had their masters, yet weren't reciprical with Georgia, although they were treated equally, as if they had their Ga. license...they were foreman and PM's.

Especially since they give them to illegal aliens who can't even speak or read English.

I think it is because the people in charge of issuing licenses are all EC and don't want a guy from Suffolk County going into Nassau County.
I would need (23) different licenses to work in Nassau because I am not a resident of that county.
In Suffolk county, a Nassau guy only needs (1) license
