Back to the OP, this is cr*p.
States Right's is what this country is founded upon, with little Federal intrusion. Not so today.
Another thing: starting a family and having a construction worker as the sole earner is nuts; construction work goes up and down like the temp's and you need a good 2nd carreer to tap into, that or marry someone who has a good steady job before you have kids. There should be mandatory license requirements to have kids!

What usually happens is the couple breaks up and she finds a guy who is desperate to get laid and has a good paying job
The construction guy pays child support when he can and the kids suffer the most

NOt really, when you consider it's a cash cow dfor the contractors who demand it be kept that way.
In lean times like these, w/o these exclusions we know darn well a bunch of unemployed yokels from the South and West would be pouring into NY taking OUR work to feed THEIR families.
