Default W/P SEU connectors

Hello all, Got a quick one. I was turned down by a third party inspector in Washington DC on a 400 amp H/U. Reason: said I had to have weatherproof/waterproof SEU connecors on the bottom of the outdoor equipment consisting of a 320 socket and 2-200 amp W/P disconnects. One of the pieces of entrannce cable is acutally a piece of 4/0 SER for which my suppliers say no such W/P connecoter is made. I'm going to make the changes regardless to expedite the project but in 25 years of doing this I've never had an inspector require W/P connections on the underside of outdoor equipment. Isn't that what driploops and weep-holes are for and additionally I've never seen a outdoor NEMA1 enclosure that is made to space shuttle tolerances that is completely moisture-proof much less resistant?
Any insight would be helpful.

Show the inspector 312.2. This section states that conduit and cables that enter the enclosure above the level of unisulated live parts must have fitting listed for wet locations. So if you enter the enclosure below the level of the uninsulated live parts then the fitting need not be listed for a wet location.

Chris,

I have seen these squeeze connectors marked "dry locations only". Would you permit it then?

I have always allowed it, sort of an local thing, but its got me thinking that it should not be allowed.

The jurisdictions I deal with around here require SEU connectors, top and bottom, but only the top one requires sealing putty.
