Default What would Poco do?

The last couple of days I've been driving, attending a funeral , and just looking at sceneries that I've not seen for awhile on Lake George in northern Indiana. I noticed a cottage with the electrial riser going through the roof and from that point is was covered with vinyl and re-emerged at the meter. Would this fly in your area?

Only if is encased in 2" of concrete.
