Default Building Lamps for the UK

Hi everyone! I have an interesting question that I, the electrically challenged, would like some resources and information regarding. I am an assistant and the man I am doing some work for is building custom ceiling lamps that he would like to debut and potentially sell in the UK. He is from another country, where apparently you plug in your ceiling lamps?
Anyhow, as I have explained to him, in the US and (from my research) the UK, ceiling lamps are hardwired into the ceiling.
What I need to know is, for someone who has never dealt with UK building standards or presumably anything to do with electrician work, what resources or information could you provide to someone who wants to build ceiling lamps for use there?
