Default dumb question about hot water heater wire

I have a finished garage the hot water heater is in I am going to move it 2 foot. Right now it has romex out of the wall into the hot water heater no box.

Should I put a box in the wall and then a cover with a cord grip. Or box with a receptical I think it was 30 amp and use a twist lock 30 amp on the hot water heater?

Water heaters are covered in Article 422 of the NEC.

Manufactures instructions will also apply. 110.3(B)

Why would you need a hot water heater? Where would you purchase one? I've heard of water heaters, but never a hot water heater.

I wouldn't waste my $$ on a hot water heater.
A cold water heater is a nice thing to own.

Use jumper cables so it can be moved easily in the future...
