Question Running wire from meter to panel

Hi,I am building my own home and I am at the half way point in my electrician course so I am going to wire most of my house myself but before i start i need to know:
The room where i want to place the breaker panel is 20 feet from where the meter will be,My house has no basement but is built on cement slab and raised off it 3 feet by cement blocks.
Can I run the wire from the meter under the house and up through the flooor in the panel room to the panel box?
If i can do i need to run it in conduit??
I am in canada.
Also what is the wire called? And what size is it?
3? 03?003?

If your telling me that you have over two years in apprenticship, you must be sleeping in class. Call a pro to wire your house, the life you save maybe your own.
