Default Deger Solar Installation- Safe Mode

Ive installed many deger tracking systems in the past, but I'm at a bit of a standstill with this new one. The new Energy Control Box (ECB) has two terminals for a " safe " mode. When the power goes out, its usually storming, so they've integrated a safe mode, where the panels will tabletop. You need to provide 21V DC to the two terminals when hydro is out.

I have a UPS that supplies 120V AC to the Central Control Box (CCB) when the power goes out. The UPS is wired up so its plugged into a receptacle coming from the panel. The panel feeds the male cord end which plugs into the UPS and the UPS is plugged into the rec. This way, the CCB always receives 120v ac.

What is the best way to provide 21 vdc to the safe terminals in the most economical fashion. What have you guys encountered?

We've had a couple Deger trackers for a few years. I haven't seen the new EK-6 boards, but I was under the understanding it was a fail safe for the wind system...as on the older ones, the wind system could be disconnected no problem.
Is the wind system connected otherwise? Has the instructions/Deger said to hook it up to "safe" on a grid failure?
The only ways that come to mind are to put some relay before the UPS or go to the inverter aux contacts.
I would be interested to know about this.

We used a APC ups to provide 120 to the unit. Then wired an icecube relay off the utility 120 and used it to simulate wind conditions.
