I think you may have two things mixed together here. There is lightining arrestor systems and there are surge supressor systems.
A lighting arrestor system uses air terminals on the roof and s specific cable conductor and such to attempt to direct a lighting strike around a building.
A surge supressor is intended to limit the voltage any gear or equipment is exposed to. Many newer larger panels come with a TVSS designed into them (transient voltage surge supressor). Many other surge supressors are mounted directly on the panel tub of other conveniant locations.
So, am I barking up the wrong tree or are you?
It may merely be the nomenclature you are utilizing being ufamiliar to me.
Your last post does seem to make it as you are speaking of the lightning arrestor system but I just wanted to be clear due to the use of the "surge" in the original post.
