Default Double Tap residential service panel

I have a question.

With the recent changes in the NEC.. I seen that NEC article 312.8 was revised as to remove the wording that states, If adequate space is available or something to that nature and all conductors in the panel must TERMINATE in the panel.

My Question is..

I have a double tap on a breaker that is not for 2 conductor use, and I was wondering can I still use a pigtail off the breaker as a single conductor and wire nut it to the other two wires that I removed from the breaker and it is still a legal connection with the new verbage in NEC ???

or is that prohibited under the new guidelines ?

The only place I can see any referance of this change is out of TEXAS, nowhere else.

Is that a tecas state revisionthat they did or is it a real modification of the NEC for 2009 ???

Anyway.. can I still do the Pig tail and wire nut connection to fix the double tap violation ???

Barring any local amendments, it's legal to pigtail in a panel.

Its just to bar against the two "paths" to the breaker. And yes, almost certainly you will have plenty of space in the panel to do it...

that ruling was to prevent a lot of switch legs and the like being brought thru the panel. we can still get away with one or two say for a pool light. but pigtailing go for it.
