I don't quite follow your question, do you mean who argeed to have a project inspected? The person who applys for a permit agrees to have the project inspected and approved by the local building department. When you sign a permit application you agree to all of the conditions that go along with that permit including inspections and tests that are required by the local building codes.

Did you build something? And you live in the United States?

Then you agreed, was that your question.....?

I wish I knew how to do the photobucket thing, I would show why inspections are needed, plenty of places in the old part of town before inspections were instituted. Horror show.

It would be nice to know where you are refering to kevruta , Uk or USA ?

The need for inspection and testing is important in the UK and gaining importance in the USA.

The whole point of it is to ensure the installation is SAFE and FIT FOR PURPOSE.
A few times it has saved me for having egg on my face when one of my lads have caught a socket ( recepticle ) cable with a screw.

Electrical testing and inspections by a 3rd party is mandated in many specifications. Some testing is required in the NEC in particular testing of GFP systems though this point is argued by some, more and more inspection departments are requiring it.

More testing needs to be done on systems prior to energizing to minimize personnel and equipment damage.

But then I make my living testing electrical distribution systems whet do I know?
