Default Temp. Power

We are doing a Corp.job and we installed temp. power. And of course the Corp comes around about 3 weeks after we installed and slapped in the cutouts and told me we had to have a disc. on the pole ahead of the temp panel (200amp MCB N-3R on the pole). I have looked in the code book and the Corp 385 hand book and can not find where it stats you have to have a disc ahead of a temp panel. Anyone know where it stats this in either the NEC or the 385?

does the panel have a main, or no main and more than 6 throws ?

BTW, read 11.B.03 (A) in the manual (page 215)

11.B.03 Switches.
a. A readily accessible, manually-operated switch shall be
provided for each incoming service or supply circuit.

I would think that the main breaker would qualify for the above, but, hey, you are working for the corps of engineers.

Yep working for the good ole Corp. I have told them they need to show me where it stats I have to, so far they have not and only say I have to. This Corp inspector is one I had on another job and he was a pain in my ass. I did not agree with something he was trying to get the ceiling people to do and when he asked and I did not agree, he told me , well your inspection just got harder.
