Anyone in here know which article forbids running 480 and 120 in the same conduit?

Take a look at 300.3(C)(1).

Provided that the insulation of the conductors is rated for the higher voltage and neither circuit is a class 2 or 3 circuit then they are permitted to be installed in the same raceway or cable.

Not an NEC issue. Maybe job site specs.
