Default Clearance for a service disconnect

I have to swap out and old main service disconnect for a county shop. Does a servcie disconnect have the same guidelines as a servcie panel as far as the clearance around the disconnect?
Unfortunately this shop has built a permanent work bench underneath the disconnect, will this be an issue?

Yes, it's electrical equipment. 110.26 and 230.70(A)
