Default Help with voltages

Hello everyone! I'm not to familiar with commercial and industrial electrical systems. I was behind a shopping center looking at how power was distrubuted to each individual stores. I see 3 phases coming off of the utility transformer and was going into a gutter. Up at the weather head I see color tape(red, black, and orange). If I was planning to run new service to one of the stores, how can you tell what voltages are coming out of the utility transformer? Would I have to call the power company?

The orange means that you have a delta high leg.

i would say that you're right but ive seen some off the wall color codes before.
