Default Here is a test question for you?

A 1000-ampere service is supplied with (3), 400 kcmil
copper THWN conductors per phase. The metal water
piping system for the building is not effectively grounded.
What is the minimum size copper bonding conductor required
for bonding the metal water piping system?
A. 1/0 AWG
B. 2/0 AWG
C. 3/0 AWG
D. 400 kcmil

C. 2008 NEC Art 250.28 (D)(1) 12.5% of 1,200,000 is 150,000. Table 8 Chapter 9 for circ mils above 150,000 gives ya 3/0.

That is the correct answer but don't ignore the code reference that Ralph gave.

The circular mills drill you'll need to know for exams and such.
