    Hello Sir
I am a 29 year licensed journeyman in Mass.
    I am relocating to raleigh.
I have the package for my licensing but does the fact that I have been licensed for 29 years in mass have any bearing at all?
Do I still have to go back to old employers to have them fill out this paperwork and if so what is the exact time that they are looking for/
    Appreciate your time

Well it took a few minutes to figure out how to answer you but here goes.

If you are not getting 240 across the breaker then turn off the main and check voltages there. If everything is on the the voltage can cross the elements of the water heater and make things look different than they are.

It would be my guess that you have lost one leg coming in from the utility
