Default broken hot wire??

The current was interrupted for only part of a line. I was able to isolate the wire by doing an ohm test. I found no resistance with the hot wire but resistance with the white ground. I am assuming the hot wire broke?? Should this have tripped the breaker? Could there be another cause for this?
