I just wish the OP take a photo of that service so we can get a better idea what is going on.

sound like one of tough spot to dealt with it.

Don't have a photo with the doors open, I'll be back there next week.
There are (6) 200 amp pull outs feeding six panels in that room, no main switch.

That's an old service. Vacubreak switches and a two wire receptacle in a raised cover!

Looks to me like contacting the AHJ and PoCo for approval to install a new service for the small building is in order.

Could you relocate circuits to clear one panel for use for just the small building?

Installing the separate service for the separate space would make billing for power easier.
My inspector said to have that city give that space it's own address and we could put six more disconnects in if we wanted.
