You didn't look at the comments below the pics, I'd be more concerned about the guy running around with the Fluke meter and amp clamp than a citizen with a NCVT! And that clipboard makes him seem official!

I would like to know if his house has TP receptacles and all AFCI protected? If not, time for some updating buddy, wouldn't want you to touch something you obviously know you shouldn't.
I'm not sure if it's said but you want to bet he's an Engineer.

Ever work on wiring in a pole base that has had a missing access door for any length of time?

Depending on location they can be used as a shelter by small creatures or a urinal by parking lot zombies.

So it isn't like there are wires (other than a cable) out in the open and exposed to public touch unless you lift a cone or stick your hand blindly inside an opening.
