I'd touch it first, to see if it's hot, before you pour water on it.

Looks like an energy management set up with 480/277, If wires are marked right they show 480/3 phase is 4th wire on left supposed to be a neutral for 277? Those taps are jacked. Is this system supplying Parking lot and wallpack lighting. Looks that way to me if not turn everything on and get it hot, light a cigarette and sit back and think. When you're done with cigarette bang your head against the wall three times, it always workes for me.
seriously though can you give some more info. Forget the thermal, you have eyes check in and out voltages and connections on terminals as well. Use your nose also, cause it smell like a bad contactor to me. I don't know if you are serious about this or not but be sure no one has a BBQ hooked up.

480/277 VAC 3 phase 4-wire general purpose lighting panel commercial office building.

The neutral termination connector was loose of the neutral bus.

Just put the cover back on for:

A) It can't really be a problem if you can't see it
B) The breeze it's getting will only feed flames
or
C) Say all is good and walk away as the building engineer that did not want to act on this issue knows more than you
