Default Fluorescents

The other day I was showed a 4ft. fluorescent tube with attached electronics at one end of the tube. It was the size of a T5 Tube. I,m thinking that the electronics are the ballast for this tube and there will be no need for a stand alone ballast for a 4ft. fixture. Has anyone installed or work with this type of tube or have any information on the light. I was told that they are common is Europe.
