Default GE I have seen this before

I have seen this issue with GE Spectra Circuit breakers in the past but cannot remember the reason and if this was detrimental?

Look at the rating plug, between there and the trip function of this CB.

Look at the red trip button next to the operator handle for the discoloration and white substance

Known issue with those and per GE not anything to be worried about.
