I have an old house where I've been asked to install a new light fixture. All the tutorials I've found assume there was previously a full light fixture, but here there is simply a wire hanging down from the ceiling. The box looks ready to go for a switch. But what do I do with that wire - can I just strip it and separate one side from the other to get negative and positive?
You should stop doing electrical work immediately before you kill someone. The fact that it sounds like you’re charging someone to do work that might kill them makes this even worse.

I own the house; I'm not selling anything - the tenant asked about it so I'm just seeking information on a potential project in the near future. I realize I know nothing now and if I still feel unqualified later I will call a professional. Just trying to do some research.
That is illegal for you to do electrical work on that house. The tenant and their children should not have to die or get burned/shocked because the slumlord owner (you) wants to save some money.
Your post clearly shows that you do not know the first thing about electricity or safe electrical installations. Anything that you do will be dangerous.
