the reason why i ask is that i'm curious what these companies s.o.p. is. I have a possibility of getting a contract and i'm not sure what the structure should be. I was thinking charging the first hour charge of a service call and i'm not sure what to do after. Do I charge per fixture or time and material?...

I would charge $X for the initial site visit, $Y for a lamp change, and $Z for a ballast/kit swap.

If anything is so high it takes more than a 10' stepladder to reach, I'd require both the lamp and ballast be changed. No sense in coming back next week to find out the lamp wasn't the problem.

Having worked for a nationwide lighting maintenance provider in the past, I can tell you that it really will not matter what or how you charge- they will tell you what they will pay. And don't expect payment from them until 60-90 days.
