Hi Sirs, I kindly ask the ff. questions:
1. Standard height of starter panels if any.
2. Minimum time delay for reversing motor rotation.
3. The correct position of OCR or OL Relay for Wye-Delta Starters.
4. Codes for Motor Duties (e.g. AC60, AC3)

Accessible. No specific rule.
2. Minimum time delay for reversing motor rotation.
Depends on how the motor is started. Soft Start/Wye delta/ VFD/ Across Line, and what it is driving. Reversing motors while still turning can damage equipment, break motor shafts ect... Generally the motor should be stopped completely. Use a motor brake if required. VFD's allow this type of action under ideal circumstances. If you must reverse a motor while it is still turning you need a brake at minimum and a VFD at maximum or BOTH.
3. The correct position of OCR or OL Relay for Wye-Delta Starters.
That is a design issue and has no rule. However, usually the contactors are mounted with two side by side and one under the contactor on the left. The far right contactor is usually the one jumped out (wye) operation. European systems do not do it this way, and you will find all kinds of installs.
4. Codes for Motor Duties (e.g. AC60, AC3)
National Electrical Code, Engineering handbooks ect....

Ps....You may want to get some insight from someone familiar with your location. I doubt your requirements are the same as the US.
