Default Questionable disconnects

Ive come across a home that has a illegal service entrance hook up. Basically the previous owner tapped the service before the meter and was running a grow house and then spit when the feds got close. That's what i am told any way. Question is, is there a way to disconnect at the source live and insulate the existing or is my only option pulling a permit and having the power shut down? First time on something of this nature so a little help would be great. Thanks in advance
