Default RC wiring - 15A transfer switch to branch circuit

Client wants to rewire existing 15A branch circuit (with 15A breaker) presently in breaker panel, by running to the output of a transfer switch to allow switching between two inputs - the inverter and the breaker panel.

Assuming code allows two runs of 15A romex from panel to the transfer switch (1) from the existing breaker in the panel, and (2) second run through junction box to branch circuit

If so, 6 of romex is required between transfer switch and panel including a service loop which requires protection. Is flexible plastic ribbed sheathing of romex acceptable under NEC?
