Default trailer recertification

Im doing a mobile home re-certification and 6 circuits start out high in the megaohm range, drop to the gigaohm range, then display infinity. the bulk of the circuits do not display this characteristic. the test is 500vdc for 1 min and the hope is for 1 megaohm for 15 or 20 amp ccts. I'm fairly confident i've removed from the cct anything that might have a impedance across the lines. thoughts?

So you've identified that after saturation, these circuits get "better" than the minimum requirements. What, exactly, is the issue?
