Default transfer question

What is the correct way to go about transferring my ticket to another local? Im a journeyman inside wireman from 32 &been thinking about moving west.Possibly Las Vegas area. I could use any advice u can give

Looks like 2018 building permits are still at 30% below their 2008 peak.
