Default Ufer ground: with another smaller bars below

Article 250 of the National Electrical Code (NEC) requires that the concrete-encased electrode be covered by at least 2 inch of concrete. There is one steel reinforcing bar that meets the requirement in size and other things, but by design, there are another other smaller sized bars below this bar, only 1 inch from the earth (covered by only 1 inch of concrete). Will this cause the lightning current to pass through the lower bars and cause damage to the concrete ? Please help...
