Default Weird lighting discovery

Tracing voltage today on a commercial light fixture 120v. While opening up a nearby j box to see if there was voltage going to the fixture, I noticed arching on the screw to the metal cover. There was a white wire that wrapped around the screw. Removed the wire and read 120v from the white to the metal box so I capped it off. As we continued working we noticed a burning smell coming from a light fixture in the bathroom. Opened up the light fixture to find the ballast burned. Checked at the ballast and found 240v from neutral to line. Went back to the 1st j box and connected that neutral back to the metal box screw and the light fixture in the bathroom now reads 120v line to neutral. I think I've seen this long ago but can't remember. Any thoughts would be appreciated. Thanks in advance.

Basically you had some dumbass in the past who didn't have a clue about what they were doing who was using the ground of that box as a bootleg neutral.

BTW you'll still need to replace that bath light ballast..once it starts to burn out it will continue to do so.

I totally understand but why 240v, if there was another hot from another phase tied to that neutral it should be a dead short and trip the cb.

I expect it was a MWBC and the neutral back to the panel is what you lifted. As someone else pointed out bootlegged onto the ground.
