Default New York State Question

I have a question for anyone in New York State. Who is responsible for the meter box on the outside of the home? The utility company or the home owner? I have heard two sides to this if anyone can verify or let me know where the law or code is listed I would appreciate it.

I hate to sound rude, but you are an electrician in NY State and you don't know this? Or at least know where to find this information?
