Question Screwed stuck in limbo not knowing what to do

My name is David H. Cathey Sr. An African American male. *In 2003,*I was in 5th yr of my apprenticeship missed days of school due to a family emergency. I was told to stop school and repeat the year because the apprenticeship director had a policy that you had to make up the days missed on the weekends and there were not enough weekends left. *I found out this policy was not ok with the international so I got penalized for missing more school and not able to finish the program. *I've even applied for the apprenticeship again and was told I wasn't the most qualified. *I've been an Lu 712 A member since 1999 paying dues and not receiving any benefits. I have a ticket that says unclassified. I tried to get my records to finish my apprenticeship somewhere else. I was told ok but received nothing. Please can I have some answers
