There is no way to have black and white rules about what is off topic and what is not. There is no question we let some OT posts slide and not just those of the mods.

As I see it we have only two choices.

1) Let some OT posts stay.

2) Do not allow any OT posts to stay.

There is no third option of letting them all stay, the person paying the bills there has made clear he is not interested in an OT or General discussion area.

Make sense?
