Default Multi family feedthrough panel question

My background is primarily single family residential. Today I ran across this gem at a 4 story condo building. I feel the correct way to do this would have been to feed in on one side of the buss and add a feed through lug kit on the other end. Someone please educate me.

Also, if you have one service cable feeding multiple units how is each unit metered?

I suspect that we're looking at a feeder tap. a larger CB up stream is feeding multiple panels each with a smaller main.


If you use feed thru lugs , the main CB in the panel in the picture would be protecting the downstream panel(s).

look at the ground lug arrangement for the feeders.
