Im 99.9% sure it does not but does a 5-20r EV receptacle, which has to be a single outlet, need to be on an arc fault circuit?

26-656 covers arc fault protection of branch circuits for dwelling units.

If it's installed on a dwelling unit this rule would apply to any receptacles of 15 and 20 amp configurations at 125 volts, with the certain exceptions of course.
