Default EVCS in resi homes?

Got back from intermediate trade school and went back to a house we were working on. Told my boss that it's probably going to need a EVCS rough-in to the garage. He said that it doesn't because that is "Canadian Code" and we follow "Ontario Code."
I didn't say anything but I'm 99.9% sure he is wrong. He also said he asked an inspector and they said the house doesn't need one??? We are in a rural area so it's unlikely an electric car will be used here soon but somebody please tell me he is wrong because I was under the impression that any house with a garage or car-port needs at least the rough in for a EVCS.

No such CEC code.

Building code at one time had it for Ontario but it was scrapped by the new provincial government.

Really? Then why are all these new homes putting them in if it's not code? Are these chargers often spec'd by the builders?

In Ontario, building code was changed. It started Jan 1st, 2018

The OP asked a legitimate code question on a code forum. How does your comment help anyone?

To the OP, Eddy is correct. It was a building code requirement.
