In this case, a 1 KVA transformer has a 480 volt primary rating of 2.08 amps and a secondary rating, at 120 volt, of 8.33 amps. So, if your primary fusing is 3 amps (2.08 x 1.25 = 2.6, round up to next standard size ), you would not need secondary fusing to be code compliant.
