Depends on obstacles and amount of wire. I prefer walls and rafters, but if the ho says well I want a recp. added/moved here I'll go down to the below floor rafters over and back up
yeah, I prefer walls and rafters all day, but one of the guys I work for, runs everything under the floor regardless.

I would say maybe he doesn't want to bring up ladders; leave them on the first floor or basement and work like that, but what about the switch legs and lighting?

Maybe he feels people are less likely to open up or damage ceilings so his wires are safer? Gives more versatility to HO's if they want to put recessed shelving?

I would just ask him why he does it like that.

That seems kinda foolish for him to say or do that. Each house will be different and the house itself and service location will tell you witch routes will be best. (Best being shortest and fastest )
Sometimes it's up and over, sometimes it's down. Most of the time, it's a combination of both.

When I worked alone I used to drill all my holes down into the crawl space and set up a reel under there. I was pretty good at remember the layout so I would run all the wires from underneath and stub up. When I was done underneath I would then run the switch legs and then cut in.

Of course some crawls are a PITA but I was talking new construction.

He must take pride in being either the most expensive, or slowest, electrician in town.

I've been doing a reno house with most of the wires going through a crawlspace. I definitely think that is not the way to go if there's another way.. it sucks!
following hurricane sandy last year, i found out the hard way that a majority of homes on the south shore were wired that way. Not fun
